Following a request from the agent representing Cottsway Homes, Charlbury Town Council agreed for a group comprising the chairman, vice-chairman and Cllr Morgan, supported by the Town Clerk, to meet with representatives of Cottsway and/or their agents (Oxford & Country Planning) without prejudice, to hear and discuss ideas for a possible housing development on land to the east of Jeffersonís Piece, Charlbury on the clear understanding that the town council groupís participation in such meetings will be subject to a series of detailed conditions as set out in a document which can be viewed here. These conditions were accepted by Cottsway and their agent and consequently a virtual meeting was held on 11th March 2021. Notes from this meeting are also available here.
The background to this meeting is a submission made by Cottsway (via their agent) to the post-submission consultation on the Charlbury Neighbourhood Plan outlining a proposal under consideration by Cottsway for the site. This representation can be viewed at https://westoxon.gov.uk/media/yiqhfmud/cottsway-housing-association.pdf . It should be noted that the Cottsway scheme is much reduced in scale compared with the earlier planning application (17/02376/FUL) submitted by Lagan Homes and that the Cottsway proposal predominantly seeks to meet identified local need for affordable homes. As can be seen from the town councilís conditions for the meeting, we expect Cottsway to conduct open and meaningful consultation with neighbours and with the community of Charlbury before any planning application is submitted.
